Ipswich is the council to watch right now, because the rules changed in favour of homeowners. On 1 July 2025 the new Ipswich City Plan 2025 commenced, replacing the Ipswich Planning Scheme 2006 that had governed the city for nearly two decades. Under the old scheme, granny flats were pinned down as auxiliary units, capped at 50sqm and a single bedroom, tucked behind the main house. The 2025 plan takes a more generous view of secondary dwellings, with self-contained designs of up to around 80sqm now supported, and council reporting that roughly 22,000 properties can add a granny flat without a formal development application.

For most compliant sites that means the familiar SEQ pathway. No development application, building and plumbing approval through a private certifier, and a build programme measured in weeks once approvals land. Overlays still matter in Ipswich. Flood mapping along the Bremer and Brisbane River corridors, and bushfire mapping on the fringes, can add requirements or tip a project into council assessment, so we run your address through the current mapping before design starts.

Renting is no longer a grey area either. The 2025 plan aligns Ipswich with the statewide position. Since September 2022, secondary dwellings anywhere in Queensland can be rented long-term to anyone.
