The short version

In Queensland a compliant granny flat usually needs building approval from a private certifier rather than a council development application. The certifier orders the consultant reports, checks the design against your council’s rules, lodges referrals where needed, and signs the final. Allow one to three months and $16,700 to $19,750, which is what our completed jobs invoiced.

The two pathways

Accepted development: your design fits the council’s caps (size, setbacks, siting), so no DA. Building approval only. Our Petrie build ran this way under Moreton Bay’s scheme. Code or impact assessable: something exceeds the caps, so a DA comes first. Our Wavell Heights build ran a full DA in Brisbane plus a build-over-sewer approval, and still cleared in a season, not a year.

The steps, from a real job

  1. Site check and pre-planning. Zoning, overlays, easements, services. This is exactly what the Pre-Planning Report covers for $750, credited if you proceed.
  2. Engage the certifier. They confirm the pathway and issue the consultant list.
  3. Consultant reports. Survey ($2,200 invoiced), soil test ($770), services location ($2,200), energy report ($534), structural design ($2,400), bushfire report where mapped.
  4. Lodgement and referrals. Some councils add a referral for factory-built homes; sewer authorities add build-over-sewer where relevant. These run inside the certification fee on our jobs.
  5. Approval issued. Construction may start; the certifier inspects at hold points.
  6. Form 21 final. The document that makes it a legal dwelling, and the moment rent can start.

Straight answers

Do I need a development application?

Usually not. If your design fits the council’s caps for size, siting and setbacks, it proceeds as accepted development through building approval. Exceed a cap and a DA comes first; our Brisbane build ran one and still finished inside three months of approvals.

Who manages all this?

On our installed and ex-factory builds, we do, through the certifier, with one invoice. On kit builds you can run it yourself or we quote the approvals package separately.

What can stall an approval?

Title issues, easements and sewer proximity, overlays discovered late, and incomplete consultant reports. All four are exactly what the Pre-Planning Report screens for before you spend real money.
